Malaysian Citizenship application

 The Ministry of Home Affairs is responsible in ascertaining and ensuring only qualified and deserving individuals are granted Malaysian citizenship status so that the safety, harmony, unity and public order as well as the country are not jeopardised.

How To Apply for Citizenship


All citizenship applications shall be presented to the National Registration Department (NRD).
Only those who meet the terms and conditions as stipulated by the Federal Constitution (Part III) can apply.

Application form can be obtained and returned to any National Registration Department.
For application under Article 16 and Article19 the applicants are required to sit for the Language test conducted by the National Registration Department.

Reasons for the Delay of Citizenship Application

  • Each application shall be studied thoroughly
  • Each application will undergo Security Clearance process by PDRM (Royal Malaysian Police Force) 
  • To ensure each application is genuine.

Citizenship status represents the highest award granted by the Federal Government to foreigners.

Loss of Citizenship Status

Every Malaysian citizen can lose the citizenship status due to two conditions as provided by the Constitution namely by Rejection (Article 23-Federal Constitution) and Citizenship Status Stripping (Article 24-Federal Constitution).

Retrieval Process of Citizenship Status For Those Who Have Been Stripped Off or Rejected the Malaysian Citizenship

For those who have been stripped of or rejected the Malaysian Citizenship shall have to obtain Federal Government’s approval (Article 18(2) Federal Constitution) before they can be registered again as citizens.
Application form can be obtained at the Ministry Of Home affairs or by downloading the form from the website of the Ministry of Home Affairs.
Foremost, applicant must hold the Entry Permit and Permanent Resident (PR) status to qualify to apply. Those who have been stripped of or rejected the Malaysian citizenship and have yet to hold the Permanent Resident (PR) status can submit their Permanent Resident (PR) status application at the Malaysia Immigration Department through the entry permit application.
 

Application for Exception to Residing Period

Those who wish to submit citizenship application at the National Registration Department but has not fulfil the residence condition in this country (residing for 12 years or more) as stipulated by the Federal Constitution may submit their application for citizenship status qualification (Section 20(2) (c) or Section 20(1) (b) Second Schedule Part III Federal Constitution)
Application for Exception to Residence shall be given consideration if applicant can fulfil the conditions and guidelines as set by the Ministry.

Application form can be obtained at the Ministry of Home Affairs or by downloading the form from the Ministry of Home Affair’s website.
Applicant must hold the Entry Permit and Permanent Resident Status first in order to qualify to apply.

The National Registration Affairs and Organisation Division are responsible for the nation and organisation registration policies. The functions of the National Registration Affairs and Organisation Division are:

• To ensure that the policies concerning National Registration Department and Organisation Registration Department are suitable with the current needs including managing the citizenship application and Organisation Registration appeal.

• The National Registration Affairs and Organisation Division are responsible in managing the policy, law and regulation concerning the National Registration Department and Organisation Registration Department to ensure their suitability to the country’s current needs.

• This Division also plays the role in managing Malaysian citizenship application and organisation registration appeal that have been cancelled, rejected or suspended.

Conditions of Application

The child must be below 18 years old, has never been married and has been cared for, raised, provided for and schooled by the adoptive parents for a period of not less than 2 years continuously at the time of application. The adoptive parents and the child are required to be present during the proceedings.

Application Procedure

 

You required to come to the counter NRD and bring supporting document:

  

 

  1. The child’s original birth certificate
  2. *Letter of consent for adoption (statutory declaration) from the natural parents (or natural mother, if the child is illegitimate)Nota * : If there is no letter of consent from the natural parents (or natural mother in the case of an illegitimate child), the case will be referred to the Social Welfare Department for comment.
  3. Marriage certificate of parents
  4. Copy of identity cards of the adoptive parents
  5. Copy of the child’s birth certificate (if any)
  6. Other certificate of adoption(if any)
  7. Oath declaration foster parents if no consent letter biological parents
How many payment are required?

 

Payment: RM 30.00 if the application is approved

    You required to fill up JPN.AA02 completely and enclose with supporting document.

    Application Procedure

    You required to come to the counter NRD and bring supporting document:

    1. Identity cards of the adoptive parents and that of the adopted child (if any)
    2. Copy of adoption certificate (if any)

    How many payment are required?

    Payment: RM5.00

    REGISTRATION OF ADOPTION THROUGH COURT ORDER

    Condition of Application

    The law firm/defence lawyer appointed by the adoptive parents or the Legal Aid Bureau must submit to the NRD headquarters JPN.AA04 form together with the supporting documents.

    Nota :Application can be sent to the NRD headquarters through registered post.

    Application Procedure

    You required to come to the counter NRD and bring supporting document:

    1. Original birth certificate of the child (or certificate of de facto adoption if the child was adopted under Act 253)
    2. Salinan asal Perintah Mahkamah beserta Surat Litup dari mahkamah yang mengeluarkan perintah.
